City looking at upping taxes

It's looking like the City's tax rate may increase, and you can attribute it to inflation and low estimations.

City Council plowed through budget numbers at Monday afternoon's Committee of the Whole Meeting. A tax rate (mill rate) scenario was submitted by city staff to council, with the proposed mill rate set three per cent higher for 2010.

City Manager Dianne Hunter outlined some of the contributing factors that influenced the proposed increase. She says the city should budget around $1.7 million to operate the Enerplex for one year. That's almost $700,000 higher than the estimations made during the Enerplex referendum.

Director of Facilities and Protective Services Jim Rogers says the estimation - made almost four years ago - indicated it would take around six people to operate the facility.

Meanwhile, Hunter says additional staffing is also eating into a chunk of the 2010 budget. In January, Council approved in principle four new city staffing positions. However, Council decided on Monday to defer the Economic Development Officer position until 2011, thereby cutting $50,000 from expected spending.

RAISING TAXES

There's also the fact that council did not toy with the mill rate last year, and it remained at 4.922 per cent.

But, a part of the proposed increase is also an effort to keep up with other communities in B.C. On Monday, Hunter explained that some cities have increased the mill rate by as much as five per cent.

This year, B.C. Assessments surprised council by announcing residential assessments have gone up by an average of 4.96 per cent. In the tax scenario document submitted by city staff, a home worth $250,000 in 2009, would now be worth $262,000.

With the proposed increased mill rate of 5.0706 factored into that assessment, taxes for 2010 would come to $1,331 - an increase of $100 from 2009.

But, Mayor Bruce Lantz is sitting on the other side of the fence, and advocating a lower tax rate. He suggested bumping up the proposed mill rate by just 2.75 per cent, rather than the 3 per cent proposed by City Staff,  and also posting several different tax scenarios on the City's website. 

Administration agreed to investigate lowering the proposed tax rate, but say it is doable.

VARIANCE

It's expected that each percentage point added or subtracted from the tax rate would influence the city's revenue by roughly $185,000.

Councilor Lori Ackerman, however, suggested the city should also investigate tax ratios, and the impacts of a higher tax rate on businesses and residential properties.

But Lantz says ratios just move money around and doesn't deal with the more important issue of budget impacts.

Councilor Trevor Bolin also pointed out that every home in Fort St. John will have a different assessment, and therefore pay different taxes.

Hunter agreed.

The mill rate has not yet been set, but Council will make a decision in the upcoming months leading up to the budget finalization.

1.7 million

This 40 miliion dollar facility is gonna cost how much a year to run??? It just keeps getting better and better everyday. My $3500 dollars a year in city taxes does not go very far with a budget like that. It's only gonna take 485 house's in town to pay that off. But there isn't even close to that many house's paying this sort of rate. When will we learn??? NEVER..... I WANT OUR EVALUATION FOR THE 40 MILLION WE SPENT ON THE ENERPLEX. Fess up city council on how we didn't get our money's worth.

No Surprise

Nobody should be surprised abou this Enerplex crap. Hell, only 800 people showed up to vote for the referendum and council was dumb enough to move forward. This facility will never run at profit and will likely be depending on tax payers money for 80% of its budget forever. It sure is a good thing the couple of thousand people that did show up to vote during the last election made big changes. Oh wait, they only made two out of a potential 7. Hmmmmmm

Higher Taxes?????

why does everyone have to be punished for a bottomless barrel like the Enerplex??? It is a facility basically for Hockey and skating. So there is not even use for everybody like in Dawson Creek the Multiplex where all kinds of recreational stuff can be done. So now it turns out that regardless if you are into hockey or skating you still have to pay?????? People struggle already as it is and now THAT??? this must be a joke of the century...that Enerplex Project might be a reason to actually move out of this area if you don't want to be punished for something you never wanted and could have afforded in first place

i think what should happen ,is that past mayor and the bunch who voted on this barn should be made to pay for it,i dont use ,will never set foot in it ,my kids are to old for it ,but im gonna pay for it ,even when i voted against it.the people in this town were told a pack of fibs ,they brought out a few athelets who mite use it to tell us all we needed it to be a modern city,oh and i almost forgot they told us it was gonna be used for olympic training ,nothing but bs from the start.now you and i are gonna start paying for it.......now i hear rumblings that they want a new fire hall, i say i want a referendrum...!!!!!!!!!!!!!!!!

Higher Taxes Again REALLY??

When will they be high enough? Are we not already one of the highest taxed citys? And for what? My taxes have become another mortgage payment in itself.My area has ditches, ditches deep enough to hide a small truck and outside an elementary school where small kids could drown in the spring. As for the enerplex we we're quite dissapointed to doscover that if in a wheelchair their is no seating in the bleachers with everyone else. One has to sit on the end of the rink and watch a game nose level and have their company stand with them. Feel worse for anyone shorter in a wheelchair as they won't be able to see over the edge of the boards. Soon we have a new hospital and fire hall to be built and again our taxes will be upped once again...And why because our house is nicer than our neighbours because maybe we chose stucco and not siding should we be penalized and pay more. How can people continue to afford to live in Fort St John? People in this town are givers and it proves again again when they pull together for things like the Hospital Foundation but sooner or later they're just not going to be able to give anymore. We could go on and on as right there starts another whole problem and concern....All the money this community raised out of their own pockets for important equipment and yet the city can build that enerplex when does it ever end....Years ago it was the Cultural Center and now on to the next but we are all still the ones paying. Eventually one just can't afford it anymore.

Raising Taxes

I think it's ironac that the city manager would suggest that everyone take a close look at their tax assessment and to possibly appeal it if they are not happy. The real ironic part of this is city staff decided to tell you there will be a tax increase after the deadline to appeal has past. Working hard for you or working hard for your money not sure which statement best fits city hall.

Don't worry

We are gonna take a road trip to Calgary and find a company to put it's name on this crap building. Oh wait a minute, we did that over a year ago and still nobody is even close to wanting to be assoicated with that 40 million dollar terd. This building will be forever costing taxpayers through the nose. Wellcoboy is right BIG promises about Olympic teams training there. Never happened. I don't care about paying for this but like I tell my kids DON"T LIE TO ME.

Income exodus

Brace yourselves for more increases. With more and more of the work associated with natural gas production going to out of province firms, there will be fewer companies paying and fewer residents that work for those companies paying. The liberals have stood by and watched a constant outflow of profits to other jurisdictions and property tax dollars to Victoria. If the fair share was indeed "fair" the back alleys would be paved here and we wouldn't have an infrastructure deficit. Keep in mind that more is being spent on frivolous items surrounding the Olympics than it would cost to build an Enerplex or Events Centre in every northern community. The problem might not be with the facility, but with the method of calculating who gets to pay for it and then ensuring that those people are not allowed access to the opportunities to generate revenues that will pay for it. If the province can afford to subsidize with "royalty credits" all manner of profitable producers they should be able to preserve the jobs that generate the income and property taxes to pay for recreation facilities. Yes the province is broke and it isn't hard to figure out why. Too bad that as a regional district resident that I didn't have the choice to end the flow of my property taxes to Victoria and have them stay local to help pay for this facility instead of one in the lower mainland.

We all want first class services and facilities with no tax!

Typically, all citizens want first class everything but 'someone' else has to pay the taxes. When I moved here 30 years ago, the tax rate (per wages at that time) were ridiculously high for few/poor facilities, bad roads, few sidewalks and poor snow removal. Facilities and sevices and roads now are easily 20 times better but our taxes are (in my humble opinion) not that bad. The threat of a gas company exodus has been used continually. The NDP were the only time they left in drives, though. Companies that move to a 'cheap' area with low taxes will also find 'cheap and dirty' attracts the same, business and their employees. Which families would want to live there? I'd hate to see the facilities bashers (who complain about everything, anyway) get their way to close much needed facilities. (After all this time, I had hoped the Enerplex bashers would at least get somewhat informed but I see that is unlikely.) Taxes for services is the choice we have when we move to a city to get better services. If you want to pay less taxes, consider moving to Charlie Lake where you have no services to speak of and get to use nearby FSJ and Taylor's for free (pool excepting) at a higher tax bill than you might think considering you have really no services to show for it. Rural residents would be in serious difficulty if these services were not available to them. Look in a newspaper or the web. Revenues are down, world wide. At some point, bills have to be paid, including taxes. Our city taxes are not unreasonable considering what we have.

Shades of Eglinski

LOVE our city manager's comments al la Jim Eglinski's attitude. "You don't like your taxes? Did you appeal your assesment? No? To bad, pay up!" The logic in that is so clear to me wow. At least Eglinski I could vote against, didn't see Hunter's name on the ballot. Anyway, as far as I am concerned the Enerplex "referendum" was a joke. I voted no for the simple reason I did not trust the budget scenarios we were being fed at the time. Now, what 50 or 60 percent "miscalculation" in operating costs justifies my skepticism. That was no miscalculation, it was a lie, or pure mendacity in order to shove the project through. That handful, and that is all it was a handful, of people who were gullible enough to vote yes for this project got us into this mess and for which we will continue to pay and pay...... thank you much. What about those who are looking at there tax bill this spring in shock, where were you on voting day? I will look seriously at my tax bill and consider withholding any amount regarding this "enerplex", let em sue me for it. How can a referendum be valid when the voters are lied to?

Gas companies and gas service companies

Two different animals. Gas companies(producers) left BC in 1972 due to a suggested re-calibration of royalties. Much like they have done in Alberta. Much of which has backfired on many producers who should have kept their eye on the ball instead oftrying to prove a point to the government. Producers actually had very good results during the last reign of the NDP in BC, with some having complete home-runs. Check on CNRL, Encana(AEC West at the time) and the likes. Very good success in BC during the 90s. And really it is commodity price that sets the tone of development anyway. This is your exodus threat. Service companies with a local base are less likely to bolt when the people's government hurts their feelings and continue to pay taxes to the province and the city, so therefore wouldn't the government be a little more concerned with some BC job preservation? Touring Ab. based service companies with no BC facilities do little if anything(mostly undermine BC business) to help pay for infrastructure in the City. This is a fact that has been ignored by our MLAs for the last 15 years( more ) or would we be having this conversation? City officials have little say in how jobs are preserved here so can only react to the situation. Provincial officials have many tools at their disposal to ensure that benefits accrue to communities.

Where are the first class facilities???

There is not one first class facility in this town that my tax dollar supports they are all coach at best. Simplyamazed do you see the comments you are the only delusional here. Don't you still owe me some laps???

FSJ Boy what would you do if you were Mayor?

FSJ Boy: Bash is cheap and easy. Really..what would you do with the FSJ facilities if you were Mayor? Be specific..spare us a 'gee' the bumpy roads or 'gee' cut taxes. Be original. What would you specifically cut, fix or add? Pool-parks-Enerplex-Rec center-water park-museum-city trails-centennial park - community trails - hospital - snow clearing - old Kids Arena building - outdoor ice rinks - sidewalk clearing - street lighting - sidewalks etc. Come up with some good ideas and ya might be a mayor, someday : )

If I had a say

Well I would change street lighting to solar panel powered. Smart idea today, big savings tomorrow. See it's easy the city always plans for today, if not yesterday. Foresight people it's easy. The mayor and most of council have little to no experience. Admitting it is the first step. Higher a consultant who actually knows how a city should spend it's money PROPERLY.(does the city even have ANY investments) $150,000 to 200,000 a year on the consultant to save millions over the next 5 or 10 years. Sidewalk cleaning, I have to shovel mine or risk fine, make business clean there own or charge/fine them. Centennial park would not of gotten a $300,000 dollar garden that needs daily watering and weeding by 2 over priced city gardeners. That job would be given to the job bank or to minimum wage summer students. Community trails, get out there and hound business. They really should be helping back with this sort of project. Plenty of government grants for these projects also you just gotta find them. They don't exactly tell you, you kinda just ask. Anything for the kids, they are the ones that are gonna be the key to the city growing in the next generation. Old kids arena, sell it or turn it into indoor soccer facility. Something that should of been a must for the new Enerplex but just another nearsighted mistake. There is more kids that play soccer then hockey and speed skating combined. Address the mass not the minority. As for roads and snow removal, it's Fort St. John GET A 4X4. I wouldn't spend $150,000 dollars on the Rec Center unless it was a safety concern. And lastly, I would kiss your baby on the forehead, look you in the eye and say" SimplyAmazed your taxes aren't gonna go up $1 for the Enerplex or the new hospital" Then I'll hit you with 10 or 11% increase a year later and tell you to eat it.

unreal, everyone is upset!

What do they say? agree to disagree? The city has built these buildings in hopes of attracting more people to the city as residents. Yes, our taxes are high, but, look at everything that this city does have to offer! We might not have those first class buildings that everyone thinks we should have, but we do have the buildings that are being used! In politics sometimes, people say things that they've researched only to find out that it doesn't work! Its called a mistake, I guarentee that Mayor Jim wouldn't lie to residents in hopes of being re-elected, its just funny that we get a mayor that doesn't even live in the city or pay our city taxes! I didn't vote for Lantz, and I wouldn't if hell froze over and pigs learnt how to fly, and to be honest, the only reason he got in was because of the enerplex and Jim's association to the job. Hey people, listen up, if you're not happy with something, voice your opinion, run for council whatever will help you sleep at night, but stop complaining to someone who really can't do anything about it (such as this website) and consider calling all of the council and the mayor, heck, call hunter too, she'd love to debate with you! Plain and simple, the money is being spent, they need to pay for it somehow, and with the plans this city has, we needed this, we will see the rewards in the next few years. I can only imagine that 10 years from now and the possible for huge population growth that you'd complain when we need the buildings and services because we can't attract anyone to live in this town. We have a great set-up, if you don't like it, move away, I'm sure you'd be happy with a city such as vancouver that you will literally need a second mortgage to live in a respectable house! lets look at this like the glass is half full, not half empty!

Buy A 4x 4 ??????

FSJ Boy, good one!!!!!! In your first sentence you say go to solar power for street lights. Probably not a bad idea if it is cost efficient and it is green. Then 3/4 way through your rambling rant you say Get a 4x4 it's Fort St. John. Have you ever travelled farther south than the north Taylor hill? The whole thought process of trying to improve our city is trying to get rid of the "IT"S FORT ST. JOHN" attitude. Perhaps you have noticed that the boardwalks have been replaced with cement sidewalks, and the mud trails have been paved over and turned into streets. We all need to open our minds and see what the city can be not dwell on how it was 30 years ago!!!!!
