On March 21st, 2010 at approximately 3:20 am, Peace Regional RCMP dispatched to a Cadotte Lake residence, located approximately 90 kilometers north east of Peace River, in response to several 911 calls.
Several 911 calls provided information that alleged a male subject was fighting with other occupants of the residence. Upon arrival, the two responding RCMP members were invited in by the homeowner at which time the male subject who was causing problems was identified.
This subject, Patrick Ramsey Carifelle, age 30 of Cadotte Lake was known to Police as having an outstanding warrants for his arrest for the Criminal Code offence of Obstructing a Peace Officer. When the attending officers attempted to arrest and remove the subject it is alleged that other occupants swarmed the two officers resulting in a very aggressive altercation.
Investigators believe both members were punched and kicked repeatedly as they attempted to defend themselves with the use of physical force, use of pepper spray and deployment of a Conducted Energy Weapon. Due to the level of force exerted against the two officers a call for additional backup was placed at approximately 3:32 AM. During the ensuing altercation it is believed that brass knuckles, a prohibited weapon, were used against the officers. Eventually the officers were overwhelmed, at which point the taser was alleged to have been removed from the officers’ possession. It is also alleged that attempts were made by the suspects to retrieve the officers’ service pistols. Fortunately these efforts were unsuccessful. Investigators recovered the taser later in the day, near the residence in question.
Eventually the two RCMP members were able to pull back from the residence to a safe location as additional back-up officers responded to provide assistance.
EMS attended and transported the two injured officers to the Peace River Community Hospital by ground ambulance. A male officer, with two years of RCMP service was treated for assault related injuries including; cuts, abrasions, swelling and a broken nose. He was released from hospital later in the morning. A female officer, with one year of RCMP service was transported by Air Ambulance to hospital in Edmonton for treatment of broken facial bones and other assault related injuries. Her injuries, while serious are not considered to be life threatening.
After receiving the initial complaint additional RCMP resources were dispatched from Peace Regional Detachment, Red Earth Creek Detachment, High Prairie Detachment and High Prairie Police Dog Services, to the community of Cadotte Lake. Three suspects were identified as allegedly being responsible for the assaults on the RCMP members who initially responded to the initial 911 calls for police assistance. The three adult males taken in to custody and charged include:
– Patrick Ramsey Carifelle, age 30 of Cadotte Lake, AB.
– Keith Roland Carifelle, age 22 of Cadotte Lake, AB.
– Clinton Miles Carifelle, age 19 of Cadotte Lake, AB.
Each of the men been charged with the following Criminal Code offences:
– Two counts of Assault Police Officer, Section 270(1)(a),
– Aggravated Assault, Section 268,
– Assault Causing Bodily Harm, Section 267(b),
– Disarming a Peace Officer, Section 270.1,
– Attempt to Disarm a Peace Officer, Section 270.1,
– Two counts of Choking to Overcome, Section 246(a), and
– Theft under $5000.00, Section 334 of the Criminal Code.
Clinton Miles Carifelle is also facing additional charges of:
– Possession of a Prohibited Weapon, Section 91(2), and
– Use of Weapon in the Commission of an Offence , Section 88.
All of the accused have been taken before a Justice of the Peace and have been remanded in custody to appear in Peace River Provincial Court on April 12, 2010.
