By the time officers arrived, the child was in the care of a family member, and the woman was in her vehicle attempting to leave the mall parking lot. She was stopped by police and arrested based on witness testimony. 

The two year old was taken to hospital with minor injuries, and has since been released. A second infant was also taken away from the woman. 

The Ministry of Children and Family Development is now involved in the case, although it is unknown at this point whose custody the children are now in.
