Dawson Creek elementary teacher mandated into anger management


A report released by the Teacher Regulation Branch attributes numerous incidents of inappropriate behaviour, such as striking students’ hands and arm, as well as “inappropriate yelling” and pointing “her finger in students’ faces.”

“On January 28, 2013, the District issued Norquay another letter of discipline following an investigation into an allegation that Norquay had struck a student on his hand with his pencil when he failed to follow her instructions to stop drawing,” the report reads.

As a result of such incidents, Commissioner Bruce Preston has mandated Norquay “successfully complete, at her expense, the course ‘Dealing with Anger’ through the Justice Institute of B.C.”

She will also complete a second anger management course as a pre-requisite to her success.

If Norquay does not complete the courses by August 1, 2015, the branch says additional measures may be implemented.

“If Norquay fails to provide satisfactory proof of completion of the Courses… the Commissioner may require the Director of Certification to suspend Norquay’s certificate of qualification… until such time as she successfully completes the Courses.”

Norquay is listed on the staff directory of Rolla Discovery School, located in Dawson Creek.
