The budget for this project is $50,000 and will be allocated from the operational reserve fund.
“A review will provide a level of comfort that moving forward our policies, practices and procedures are among the best, not only for our city [staff] but also for the development community,” General Manager for Intergrated Services, Victor Shopland said in a written statement.
Shopland adds, “It is staff recommendations that the review be undertaken by an outside consultant due to current workload pressures on staff as well as the objective that the recommendation be objective as well as research ‘best practices’.”
The intent of the review is said to be as follows:
- Examining current processes, bylaws policies and plans
- Identifying improvements to bylaws and procedures
- Examining relevant legislation
- Developing a checklist for developers and staff (i.e. expectations, estimated timelines, fees and charges)
- Consulting with stakeholders and staff
- Basing a proposed model or methodology on best practices
- Identifying ways of streamlining the rate structure
- Preparing a staffing strategy/plan including identification of training opportunities for staff
- Preparing a report and presentation for senior staff, City Council and the community
“The review will seek to maximize effectiveness and efficiencies in a regulatory environment while maintaining a level of adherence to sound development practices and building standards,” Shopland goes on to write.
A Development Services review was one of the projects proposed in “Component 5” of the 2015 Operating Budget.
Shopland says the submission of a final report and presentation will be made to the city no later than March 31, 2015.
