National Energy Board gives updates on current pipeline projects at PRRD meeting

DAWSON CREEK, B.C – The National Energy Board gave a presentation yesterday at the Peace River Regional District meeting outlining their safety plan and also giving an update on current pipeline projects.

In the presentation, the safety plan they listed the 2015 Compliance Activities as well as the 2015 Enforcement Actions.

In 2015, there were the following compliance activities:

  • Inspections: 142
  • Emergency Exercises: 20
  • Emergency Procedures Manual¬†Review: 13
  • Compliance Meetings: 137
  • Audits: 6
  • Report Reviews: 30
  • Total: 348

Also in 2015, there were the following Enforcement Actions:

  • Notices of Non-Compliance: 143
  • Inspection Officer Orders: 4
  • Safety Orders: 8
  • Administrative Monetary Penalties: 12

The board also gave updates on NEB Regulated Projects that have been approved thus far.

NOVA Gas Transmission Limited is in charge of the following projects:

  • Wolverine (Carmon Creek section) loop – 61 km of large diameter pipeline – status: Company cancelled the project this month.
  • North Montney Pipeline – 306 km of large diameter pipeline and 3 compressor station additions – status: Project has been delayed.
  • Boulder Creek South Lateral – 2 pipeline sections totalling 21 km – status: Fall 2016 construction is expected.
  • 2017 Expansion – 5 pipeline sections totalling 230 km of large diameter pipeline and 2 compressor station unit additions – status: Pending the decision of the Governor in General .
  • Towerbitch Expansion – 2 pipeline sections totalling 87 km of large diameter pipeline – status: NED proceedings are underway.

Peace Coupe Pipe Line Ltd. is in charge of the following project:

  • Peace Coupe Lateral – 27 km of NPS pipeline – status: Construction is currently in progress.

Westcaost Energy Inc. (Spectra) is in charge of the following projects:

  • High Pine Expansion – 2 pipeline sections totalling 39 km or large diameter pipeline – status: Construction is currently in progress.
  • Jackfish Lake Expansion – 2 pipeline sections totalling 23 km of large diameter pipeline – status: Construction is currently in progress.
